Abstract\nTrust among economic agents is a precondition for good busines
 s. Thus, the formation of trust in society has been extensively discussed i
 n the literature. However, how government policies affect the state of trus
 t in a society has not been discussed in the literature perhaps because it 
 is taken for granted that good governance would improve the state of fellow
  feeling in business and economic transactions. We put such an assertion un
 der the scanner in this theoretical paper. While enforcement of contracts r
 educes the dependence on trust, stringent measures to contain tax evasion m
 ay do exactly the opposite. Thus, we can generate conflicting and ambiguous
  impacts of apparently good policies on the necessary level of trust in soc
 iety to conduct business efficiently. We also discuss how the presence of a
 n informal segment affects such policy outcomes.

 ivekananda Mukherjee received his PhD from Jadavpur University, Kolkata, In
 dia. He studied Economics at Jadavpur University and Jawaharlal Nehru Unive
 rsity, New Delhi. He had been a research fellow at Planning Unit, Indian St
 atistical Institute, Delhi. Before joining BITS Pilani, he taught at Jadavp
 ur University, University of Burdwan and RKM Residential College, Narendrap
 ur. He was a Postdoctoral Fellow at INRA, France and Katholik University, L
 euven, Belgium. He had been on visiting fellowship at University of Gothenb
 urg, INRA, Technical University of Freiberg and Monash University. As a vis
 iting professor, he has taught at Centre for Studies in Social Science, Cal
 cutta, Indian Institute of Foreign Trade, Kolkata, University of Gour Banga
  and Centre for Urban Economic Studies, University of Calcutta. He is also 
 Associate Editor of South Asian Journal of Macroeconomics and Public Financ
