and the Maharashtra Star Rating Program\n\n Ishan Choudhary, Energy Policy
Institute at the University of Chicago (EPIC) - India\nGargi Pal, Research
Associate, J-PAL South Asia\nArkopal Datta, Research Associate, J-PAL Sout
h Asia   CESS Nuffield - FLAME University is pleased to welcome the followi
ng guests:\n\nIshan Choudhary is a former broadcast journalist with a decad
e long experience in hard news coverage. He has worked across the country i
ncluding places like Assam. He currently works as a consultant in the socia
l/development sector and has worked with brands like Salaam Bombay in the p
ast. He currently handles communications and outreach for the Maharashtra S
tar Rating program.\nGargi Pal is a Research Associate with J-PAL South Asi
a and is currently working on the Maharashtra Star Rating Program. Prior to
this she was working as a Senior Analyst with KPMG. She has completed her
Masters from Teri University and Bachelor's from Delhi University, both in
Economics.\nArkopal Datta is a Research Associate at J-PAL South Asia, wher
e he is working on the Maharashtra Star Rating Program. He is a graduate fr
om IIT Kharagpur.\n\nThe STAR Rating Program \n\nThe Government of Maharash
tra launched the 'Star Rating Website', in partnership with the Energy Poli
cy Institute at the University of Chicago (EPIC), which allows ordinary cit
izens to access data on air pollution in a simple and shareable form, empow
ering them to be equal partners in the fight for cleaner air. The ‘Star Rat
ing Program’ was launched on June 5, World Environment Day. The program lev
erages smoke stack emissions data that MPCB is already collecting using som
e of the most advanced techniques in India. But, since sampling results are
not very tangible to the general public, MPCB is turning these pollution r
eadings into a star rating scheme. Under the new scheme, industries are rat
ed based on the concentration of fine particulate pollution coming from the
ir smoke stacks. Those with the lowest levels of pollution receive five sta
rs. Those with the highest concentrations receive only one star. Industry,
government and the public can then log onto the MPCB website to access the
report cards for plants in their area (Available here: www.mpcb.info).\n\nT
he Maharashtra ‘Star Rating Program’ is the first initiative in India that
makes data available from approximately 20,000 industrial stack samples ove
r multiple years. An easy and accessible way to inform residents of Maharas
htra about the industry emissions around where they live and work, the prog
ram has the added benefit of infusing transparency and accountability into
the system. Such transparency can bring about change in two possible ways.
First, by making citizens more informed about the sources of pollution in t
heir communities, citizens can then call for action. And second, by giving
industries information on their pollution emissions in near to real time, t
hey may discover inefficiencies in their system and opportunities for impro
vements such as installing new technologies.
